No that is not his scrotum. It's a incubation sac the male hangmen gestate the baby not the women..the women basically envelope the gestational sac with her ..vagina and secrets a solution which seeps into the sac and fertilizes the seeds. Then the male devours the female for nutrients and carries the clutch usually up to 7 for 4 months until they burst out. At which time they consume the incubation sac and the father if the father cannot find adequate food for the young.
